I do want to correct you on something you said at the end of your post. I believe that Congress' approval rating has been below 20% long before cap and trade or "stimulous" bills. (How the Democrats increased their 2006 majority in the 2008 election cycle is a great mystery to me, given their poll numbers during those years). Numbers of people have mentioned that they consider themselves fortunate to have been among the few to experience the lights-out performance: in their view they didn't just see a performance--they saw the best one.
